R. Todd Rupert

Todd is the Chairman of RSR Partners, London’s Royal Parks Foundation (USA), and the World Trade Center Institute. He is a Global Ambassador for the Duke of Edinburgh’s International Award; Board Member of Antler, Pirkx, Rocket Dollar, Shetland Space Centre, Storelli Sports, The Fine Art Group, The Talent Bank, and The Rock and Roll Hall of Fame. Todd was a past Board Member of INSEAD Business School from 2012-2021.

ROB JOYCE

Rob Joyce is a nationally recognized leader in cybersecurity and intelligence operations, with over 34 years of distinguished federal service. He most recently served as Director of Cybersecurity at the National Security Agency (NSA), where he led an organization of thousands and directed campaigns to defend U.S. classified networks, weapons systems, and infrastructure from advanced nation-state cyber threats.
Mr. Joyce held multiple senior positions within the NSA, including Chief of Tailored Access Operations, Cybersecurity Advisor to the Director, and Special U.S. Liaison Officer in London. He also served as White House Cybersecurity Coordinator and Acting Homeland Security Advisor, where he led national cybersecurity policy development and interagency response coordination at the cabinet level. During his tenure, he influenced legislation including the CLOUD Act and FISA reauthorization, and chaired the Vulnerability Equities Process for zero-day exploitation review.
Today, Mr. Joyce is Founder of Joyce Cyber LLC, advising companies such as OpenAI, Tenable, and Nightwing (formerly Raytheon RTX), while also serving on the boards of BlueVoyant and DataTribe. He is a Venture Partner at DataTribe and continues to provide strategic insight through the DHS Cyber Safety Review Board, the Aspen Cybersecurity Group, and Leading Authorities Speakers Bureau.
A thought leader in public-private cyber resilience, he has collaborated with the FBI, CISA, DOD, and global technology firms to advance national incident response and encryption standards. Mr. Joyce holds an M.S. in Electrical Engineering from Johns Hopkins University and a B.S. in Electrical & Computer Engineering from Clarkson University, with executive education from Harvard Business School and Kellogg/Northwestern.
GIL HERRERA
Director of Research | National Security Agency
Gilbert (Gil) V. Herrera serves as the Director of Research at the National Security Agency. The Research Directorate conducts world-class scientific research to develop new and innovative techniques and technologies to enable the signals intelligence and cybersecurity missions of NSA and Central Security Service, as well as joint-authority missions of the intelligence community and Department of Defense.
Mr. Herrera joined NSA after serving nearly 40 years at the Sandia National Laboratories where his last assignment was a Laboratory Fellow, only one of 15 such appointment in Sandia’s 70-year history. In 2020, he was appointed to the U.S. National Quantum Initiative Advisory Committee, which advises the nation’s highest offices on matters concerning quantum information science. He is Fellow of the American Association of the Advancement of Science and a senior member of the Institute of Electrical and Electronics Engineers.
Mr. Herrera previously served with NSA as the Director of the Laboratory for Physical Sciences between 2015-2018. He also served as the Director or Microsystems Science and Technology from 2006 through 2015, which included directing Sandia’s MESA complex, a silicon and compound semiconductor fabrication facility that also includes more than 120 individual research laboratories.
YIGAL UNNA
Cybersecurity Strategy | National Defense | International Cyber Diplomacy
Yigal Unna is the former Director General of the Israel National Cyber Directorate (INCD), appointed by the Prime Minister of Israel and serving from 2018 to 2022. In this role, Mr. Unna led the nation’s cyber strategy, operational defense, workforce development, and policy implementation, reporting directly to the Prime Minister. He oversaw a team of over 350 experts responsible for securing Israel’s cyberspace, including its critical infrastructure and smart cities, while fostering international cyber cooperation and diplomatic partnerships across Asia, Europe, Africa, and the Americas.
Prior to INCD, Mr. Unna served 23 years in Israel’s domestic intelligence service, the Israel Security Agency (ISA)—also known as Shin Bet—where he rose to become Director of Cyber and Signal Intelligence Operations, holding a military rank equivalent to Major General. He began his national security career in the elite Unit 8200 of the Israel Defense Forces, specializing in signal intelligence and cyber operations.
With over 33 years of leadership in cybersecurity and information warfare, Mr. Unna is now an advisor to prominent Israeli startups, global venture capital firms, and national governments on cyber defense strategy and technology investment. He serves as President of the Israel Cyber Campus, alongside world chess champion Garry Kasparov, and is President of ICE – Israel Cyber Enterprise, a Mexico-based cybersecurity provider.
Mr. Unna is also a Global Cyber Group member at the Aspen Institute and an advisor to the Krach Institute for Tech Diplomacy at Purdue. He holds an MBA and a Bachelor’s in History and Management from Tel Aviv University and is fluent in English, Hebrew, and Arabic.

CHRISTOPHER HETNER
Cybersecurity & Risk Governance | Board Leadership | Public & Private Sector Resilience
Christopher Hetner is a recognized leader in cybersecurity, risk management, and regulatory compliance, with a distinguished track record of advising corporate boards, federal agencies, and global enterprises on operational resilience and cyber governance. He currently serves as Cyber Risk Advisor to the National Association of Corporate Directors (NACD), Chair of the Cybersecurity and Privacy Council at the Nasdaq Center for Board Excellence, and a Board Member of Simulint and the NACD Connecticut Chapter. He is also a Research Affiliate at the MIT Sloan School of Management and an Executive Member of the Latino Corporate Directors Association.
Mr. Hetner previously served as Senior Cybersecurity Advisor to the Chair of the U.S. Securities and Exchange Commission, where he established the agency’s first enterprise-wide cybersecurity governance framework. He was a senior member of the U.S. Treasury’s Financial Banking Information Infrastructure Committee and contributed to G-7 cyber policy initiatives. His leadership spans corporate roles as EVP at Moody’s Cybersecurity Joint Venture, Managing Director at Marsh, and Global CISO at GE Capital, with earlier roles at Citi, EY, and the U.S. Department of Homeland Security.
He is widely respected for elevating cybersecurity to a board-level priority, aligning security strategy with business continuity and regulatory obligations. He has advised organizations including Google, Goldman Sachs, Delta Airlines, and Bank of America on enterprise-wide cyber preparedness, resilience, and risk oversight.
Mr. Hetner is a Certified Information Security Manager (ISACA), a Certified Information Systems Security Professional (ISC2), and holds a U.S. government security clearance. He earned his M.S. in Information Assurance from Norwich University (cum laude) and a B.S. in Security Management from John Jay College of Criminal Justice.
Thomas S. Gallagher, Esq.
General Counsel & Chief Compliance Officer
During the past ten years, Mr. Gallagher has been a Partner in the New York office of several large prestigious national and international law firms, Dorsey & Whitney LLP, Pepper Hamilton LLP and Baker Hostetler LLP.
In addition to being the General Counsel & Chief Compliance Officer, Mr. Gallagher currently serves as a member on the board of an international technology and marketing company involved in 5G and IoT as well as cryptocurrency and blockchain. He is the principal of a financial and legal advisory firm and also serves as outside legal counsel and advisor to a diverse group of private equity companies and businesses involved in fintech/consumer lending, oil and gas development and production, & machine learning. Mr. Gallagher received his B.A. in political science from Penn State (summa cum laude) and his J.D. Degree from George Washington University’s National Law Center. He is a member of the New York, D.C., and Maryland bars.
